The Executive Authority for Special Flights (EACS) is a Libyan national institution that is directly affiliated with the Libyan House of Representatives and is responsible for:
- The transfer of senior officials in the Libyan state.
- Cargo and transport.
- Search and rescue.
- Aviation services and maintenance.

HOW WE STARTED
The Executive Authority for Special Flight (EACS) was established on January 30, 1990 by decision No. 84 of the Libyan Government under the name Libyan Arab Cargo, then belonging to the Ministry of Transportation.
On the 26th November 1994, decision No. 796 was declared, by which EACS was transferred to the Ministry of Defense, with its name changing into Executive Authority of Air Cargo. Almost two decades later, on the 5th of September, 2013, EACS was again transferred (by decision No. 520) under the authority of government, who changed the name into the Executive Authority for Special Flight (EACS).
However, with three governments operating at the same time in Libya, the work of EACS was disrupted, so the Libyan House of Representatives (elected by the Libyan people) issued resolution No. 160 in 2016 to transfer EACS under its direct authority, under which it remains to this day.
